The cheapest place I've found is the AllGreens Clinic. Super friendly people & fast service. The dispensary is right next door. Everyone between the clinic & the dispensary are very nice & very knowledgeable. Being new to dispensaries is good too because you get some great deals & vendors show up with free swag alot too! Lol! No, you cannot use your card in other states, it's state specific. Prices vary by what you are looking for & where you go.

On the west side I would stick to Arizona Natural, ponderosa, urban greenhouse, swell, superior, Arizona organics, herbal wellness, the greenhouse, and now Nirvana. The others over here are really hit and miss. Superior has the best price per ounce and ponderosa, herbal wellness, Arizona organics, and urban greenhouse will be the freshest. I personally like herbel wellness best and they have a new restaurant. Prices are higher on Leafly for these places but all places do great with different daily deals. Herbel shows as quite expensive however every day they choose 2 strains from top and reserve and half Oz is $79. Trust me for the quality you can't beat that. Get the Gelato

Mmj Docs & Clinics can grant certification/renewal but only the State can approve. You cannot purchase until approved; regardless of the clinic that certified you. And you will not be permitted entrance to Any dispensary without your State issued card. We all waited; so can you ☺

Medicare Medicaid is a federal program. Marijuana is still federally illegal. As far as I know no insurance covers the use of marijuana. It is from my understanding tax deductible though for the state.
